سياسة الاستخدام المقبول

لم تُترجَم هذه الوثيقة بعد، لذا يُعرض النص الإنجليزي المعتمد. والنسخة الإنجليزية هي المرجع في كل الأحوال.

This policy sets out what you may not do with ScarabPay Business. It applies to you, to anyone you authorise, and to the customers you issue cards to. Breaching it is grounds for suspending or terminating your account, and in some cases we are obliged to act without prior notice.

Prohibited businesses

You may not use the platform to issue cards for, or to process funds connected with, any of the following:

Regulatory and sanctions

  • Any person, entity, or jurisdiction subject to applicable sanctions, asset freezes, or trade embargoes.

  • Unlicensed lending, debt collection, or debt settlement.
  • Unlicensed securities, derivatives, forex, or binary-options trading.
  • Investment schemes promising guaranteed or unusually high returns.
  • Multi-level marketing, pyramid, matrix, or Ponzi structures.
  • Unlicensed crypto-asset exchange, custody, or mixing and anonymising services.
  • Cash-for-cash transactions, including selling stored value for cash equivalents.

Gambling and speculation

  • Gambling, betting, lotteries, and games of chance played for money, licensed or otherwise.
  • Fantasy sports played for money, and skill-gaming where a stake is placed.

Illegal and restricted goods

  • Controlled substances, precursors, and drug paraphernalia.
  • Weapons, ammunition, explosives, and their components.
  • Counterfeit goods and anything infringing another party's intellectual property.
  • Stolen goods, and data or credentials obtained without authorisation.
  • Human remains, endangered species, and protected wildlife products.
  • Prescription pharmaceuticals sold without a valid prescription.
  • Tobacco, nicotine, and vaping products sold across borders in breach of local law.

Adult and exploitative

  • Any sexual content involving minors, coercion, or non-consent. We report these to authorities.
  • Escort services, prostitution, and human trafficking in any form.
  • Adult content and services generally, without our prior written approval.

Fraud and deception

  • Deceptive marketing, fake reviews, and misrepresented goods or services.
  • Negative-option billing, undisclosed recurring charges, and dark-pattern subscriptions.
  • Credit repair, debt relief, and identity restoration services making unverifiable claims.
  • Sale of personal data without a lawful basis and the subject's knowledge.
  • Ransomware, malware, phishing kits, and services facilitating unauthorised access.

Prohibited conduct

Independently of what your business does, you may not:

  • issue a card to a person whose identity you have not verified as required;
  • share, resell, or sublicense platform access to a third party as if it were their own;
  • use the API to test, probe, or scan the platform's security without our written permission;
  • attempt to circumvent rate limits, request signing, or any other control;
  • submit deliberately false information during business verification;
  • use the platform to structure transactions so as to avoid reporting thresholds;
  • issue cards on behalf of an undisclosed third party;
  • reverse-engineer, or attempt to derive, the identity of our issuing partners.

How we enforce this

We monitor for breaches through automated checks and human review. Where we identify one, we may restrict specific functionality, suspend card issuing, freeze cards, suspend your account, or terminate the relationship.

Where a breach involves suspected criminal activity, sanctions exposure, or risk to cardholders, we may act immediately and without prior notice, and we may be legally prohibited from telling you why. That is not us being unhelpful; certain disclosures are themselves offences.

Suspension does not release you from obligations already incurred. Funds may be held while we complete an investigation and while any partner or regulator completes theirs.

Reporting a breach

If you believe someone is using the platform in breach of this policy, tell us through the contact form with the topic set to support. Reports are reviewed by a person.

Changes

This list is not exhaustive and will not stay still. Card networks, issuing partners and regulators change their own restrictions, and we pass those through. Material changes are published as a new version with a new effective date.
